Chapter 9: United and successful: final conclusions
Chapter 9 concludes by showing how previous studies have overemphasised the differences and divisions between the various actors involved in the education reform debate, how these actors are broadly united now with a similar agenda, and that the education reforms, using the definition given above, have generally been successful and are likely to become more so in the future.
