Chapter 6: ‘Liberalisation' and ‘privatisationEbr> and Chapter 7: The Individual

Chapters 6 and 7 are different, for many of the proposals contained in these chapters have taken time to gain support and some are only recently reaching a stage where they might be implemented. However, without the education reform debate being initiated in the 1980s by Nakasone, it is questionable whether such a position would have been reached yet. These issues relate to a perceived need for greater ‘liberalisationEand greater emphasis on the individual, which was thought to be lacking in the education system and was responsible for many of the problems that the education system was already facing and was expected to face in the future.
