Chapter 3: Nakasone as number one

Chapter 3 analyses Nakasone's background so that a better understanding of the key figure in the education reform debate can be gained. This chapter shows how he became more involved in the education reform debate and how he managed to ensure that his influence would continue throughout the debate and implementation stages through the creation of an ad hoc council that was largely made up of those sympathetic to his agenda.
